    I think it is an effective policy, just as the commentary mentions it is more likely to eventually reduce the consumption of alcohol by stopping younger people taking up drinking. For the present generation, I think there is almost nothing the government can do to reduce the consumption of alcohol and reduce the effects of these negative externalities, because people are far too addicted to be affected by a change in price or stronger laws.
